There are two ways for this.
you and your buddy(s) must have the same mod ini.rules in your directory. Once this is done you can play any map online.
The other is called a mod map. The map has added changes to it. Using the ini.rule in the editor like finalert. If you have a mod map and use it online it will transfer to the other player. If the map file transfers over 3mins it will fail. But once it does transfer you both can play the map with the changes intact.
