Red Alert 1 has no voxels, only shps. You need to extract the shp as pcx. Then, you should change the order of the animations (I'm not sure, exactly, I'm kinda guessing, its been a long time I haven't done that..), then, double the number of animations, resize it and convert to unittem.pal (ra uses temperate.pal). Then, you have a add the codes in art.ini... I have no idea on how to do this with TibEd...

Anyway, you can find a cool tutorial about it in afterglow... but I forgot the url of this site..
