> It was used for the seal back in the ra2. If you had occupied the pentagon (it`s five sides) the seal could be built as long as you had a barracks. Prerequisite override just lets any side build the unit as long as they have that building.
Just a minor point: in RA2, the pentagon is composed of 4, not 5, buildings :P
