You don't know, hmmm... the rest of Ra2 modding community also doesn't know. It's hard-coded, Marcel. The flags of the countries which appears in the skirmish screen are hard-coded. The only thing you can really do is to replace a side or replace GDI and Nod. Maybe using them, you can make hungary works, but I'm not sure. You will also need to edit the GDI flag that is inside the local.mix from ra2.mix. Good luck!
