You can't post attachments here, and you can find this file on your Windows cd. If it's Windows 95/98/Me, use Extract to extract it from the CAB files, if it's 2000/XP, there is a similar expand/extract command on the CD to decompress it. Generally you should reinstall Windows if critical Windows files like this one are damaged... if all goes well you should keep your settings but damaged files are restored.
