Unfortunately, the import code is not very stable it would appear. You can send me the rulesmd.ini file that has this, but I'm not sure I can fix it, since it is likely to be a design issue.
You'll have to wait for TibEd 2 before you can easily import ini files.
(TibEd 2? What is that?
