The stats look fine for the art. Maybe adding to the ini stats of the building Image=smnuke might help. Yes this is not needed most of the time since they are string... but sometimes it works. I`m not to much of SHP person so I cant say much about them.
If you want to shoot V3`s your building needs to spawn the missile and a weapon to attack the target to fire. Look at the Mobile V3 if you need ideas.
