Ok, I didn't read your post that well, I thought you wanted a mod editor, but you want to build one.

I suggest starting with Delphi (I use Delphi 5 for my RA/YR editor) It's pretty easy to use and understand, and it's quite a powerfull langauge. Just get it and see thrue it, experiment a bit, if you have the program and you are lost, just mail me or something... maybe I can help.
