You could put it in the TibEd filebag - but I never tested that with infantry.
If you put it seperately in the RA2 folder, it should work.
As far as I know, it should go into ecache??.mix or expand??.mix (I'd go for ecache). You can have a look at DeeZire, it has new infantry so it'll work in the mix it is in there.
