thanks. Anyway, my question is this. I want to take the rulesmd.ini and remove everything that i either don't want to change, or want to leave default, and keep only what i edit, to make the file as small as possible(there are other reasons, but's the main one). In doing so, will it crash the game, or will just get the default data from the mix files? See example below please..

You could do two things that will work. By entering all the stats with your changes.
[test_entry]
value1=yes
value2=no
value3=800
Or by leaving the line blank
[test_entry]
value1=
value2=
value3=800
I do know some lines can be omitted but the game might not function right or just crash like you have mentioned.
