Did TibEd create this problem or couldn't you play skirmish before either? Try removing all traces of TibEd by doing the following:
1) Start TibEd
2) Select the Yuri editor
3) From the File menu, select "Remove changes from game".
4) Now try again. Does skirmish work now? If it still doesn't work, it is a problem with the game itself and I would suggest contacting Westwood Tech Support then.
