Its not the numbers! u can also give a unit the number 999 but all units together may not count more than 100. To avoid the problem just put a ; in front of some civil units. You wont need em.
For the other thing:
Owner=?
RequiredHouses= says only this country can build it
ForbiddenHouses= this country must not build this
