Make a new infantry unit. If you happen to have a bomb SHP (image) give it the infantry unit. Then give it a weapon like the terrorist. Change the superweapon for the Paradrop for america with the GI to your new infantry unit. Save and play.
Yes you will need to use one of the paradrops for this to work since the game will not allow you to make a new one.
