couple of ways...
Add more miners for the AIExtraRefineries= in the general section
Also you can change the AIVirtualPurifiers= tag here also
Change the RefineryRatio and RefineryLimit in the AI section
Create/add a oil derrick (or to another building) which only the computer can build. Then adjust the ProduceCashAmount= ProduceCashDelay= to it.
Adjust the Cost of a unit in the Difficult, Easy, and Normal sections.
There are a couple of other ways but these should prove helpful.
