For RA2/YR you could cant change the speed of how fast the game runs while in a campaign. They only give you the selection of how hard the AI will be with the low, medium, and hard options. But if your now playing a campaign you could adjust the speed then.
Modding: If you really need to change the games speed open the ini.files and change the BuildSpeed and BuildupTime in the General section. This could also be edited with Tibed.
