Before saying they are hardcoded - aren't they in one of the Palette files? (.PAL)?
You'd have to use XCC Mixer to look for PAL files inside the MIX files of RA1, but I think there are 'ranges' of colors there which make those units country-nifty.
I'm not sure though.
