I think you would have to edit each kind of land scape that would be needed for this. Like patched snow, how much weight it can hold, does it crack and let veihicles fall threw, How long before it repairs itself, and so on.
In the general section I believe there are some options to set the min/max weight allowed and such. I know the codes are in the game but they arent in use for RA2/YR. So other than a shp/image may be needed for certain terrain it should work. Im sure there is someone who knows how to do this right.
