There should be something that says
"NeedsEngineer=yes"
change it to a
"NeedsEngineer=no"
the problem is that you are producing a building that will not "start up" untill it has been captured, so your buildable oil dereks actually were working, you just needed to capture them before they gave you money, but you can't capture without not owning it, thus it did you no good.
