Sure..
For the damage.. go to the general page and you'll see V3 ROCKET.
For the Blastradius go to the V3WH and V3EWH and set the cell range higher.
For range go to the V3 Launcher in weapons menu.
To let the V3 attack unit's instead of doing nothing give set the Movement zone to Destroyer.
