The problem with that SHP editor is that the source was lost, the author (Will) couldn't update it anymore...
most people use XCC Mixer to convert SHP files to a lot of seperate pictures (http://xccu.sf.net), and then edit them with their favorite picture editing software (like Paint Shop Pro, for example)
