J man is wrong. You need no Art.ini
Thats just the file where you add units you already have so the game knows which image to use.
You need a shp Editor but its very hard to create shps.
Infantry and Buildings are ship files. The Infantry needs a Sequence too not only the .shp file.
Do you know how to add Infantrie to the game? If not dont even try to make your own shps. First you should download existing ones for example at RESCEN (www.google.at Search: RESCEN). If you get this to work try the other things.
