how can i make the (units and infantry+buildings) in veteran level, i mean (build) units etc veteran) by using (factory,barracks,airfield,naval)

Look at the country side stats and you will be able to set Veteran Infantry, Air and Ground units. Though the downside the cameo dont seem to change to Veteran when you do this (like when the spy enters the warfactory).
