The GFX picture (also called cameo or sidebar image) of the navy Seal is called SEALICON.SHP. You can find this name by looking at the art.ini entry of an unit and checking the Cameo property -> this is SEALICON. Now add the .SHP extension and you have the filename.
To extract it from the game, you need XCC Mixer. You can find this program on http://xcc.ra2mods.com
You have to look in LANGUAGE.MIX and then in CAMEO.MIX.
There you'll find SEALICON.SHP. Right-click on it and you can convert it to PCX (select palet from menu first!).
PCX can be edited with Photoshop, you can convert it back to SHP (TS) with XCC Mixer and then you can drag this file into the TibEd section tree.
