if you reffer to saving changes using tibed, then you can actually save them anywhere on your HDD, as long as you can remember where did you saved them so you can OPEN/LOAD them with tibed again. IF you use tibed for editing before game play you MUST press button on menubar that says APPLY CHANGES TO GAME, then all your NEW changes will be added/changed in game rules.
IF you use text editor for editing Rules.INI and rest of .INI files (art and those other) then you MUST save them as they already have name (if you edit rules.ini then save them as rules.ini) BUT ALL those .INI files MUST be in game folder (for you itz RedAlert 2)
