maybe because you made voxel that only contains APC with wheels, but it should contain 360 deg frames with wheels and without wheels (ground pics / water pics) OR try loooking in ini files (ART or RULES) does APC unit requires 2 different voxels (1 for ground and 1 for water), i havent edited pics and rules and all that for ages so i dunno the details but try all this that i told you, in best way look wih some xcc tool original apc then you'll see does it contain ground and water frames (pics) or just ground... sniff around
