Under AI Controls you could change the DefenseLimit higher (Default is 40) , change the AALimit (Def 10) , or even the TeslaLimit (Def 10). For the ratio you can just double the number and there will be a little change. but adding to the "Limits" make a huge change.
If you really want to make the AI smarter change the Difficult settings for AI. which you can change its build speed and much more.
