I asked the same question. I have good news and bad news.
The good news is that it can be done... manually.

The bad news is that Tibed needs an INI source to import it from. Units are located in the Rules.ini file.

If you want to copy the units from one map to another, open the MPR map file in wordpad.
Now copy the unit types and paste them into your new map
[AircraftTypes]

[VehicleTypes]
50=HARLEY

[InfantryTypes]
44=SLTHENG

Then copy the units themselves with their attributes
[HARLEY]
Name=Harleybike
[SLTHENG]
Name=Stealth Engineer

Look through the units to see if they have new weapons
If so, copy those weapon files too. Remember weapons can have projectiles and warheads too.

Then there are the [General] [Basic] [MultiplayerDefaults]
[SpecialFlags] and [AITriggers]
These can sometimes be easier to redo in Tibed, so you know exactly what you're getting.

If this is too much to think about, just copy everything except the [OverlayDataPack] and [OverlayPack] and [Terrain] and possibly [Structures]

When you're done, don't use the SAVE AS function to save your new map. Just exit and click OK to save changes. This will keep it an MPR file. You can always rename the file later.
