Making such buildings like the BattleLab to be garrison would let a Saboteur infantry unit with Occupier=yes could enter the building. Now the only problem with this is any unit can enter that building if they can garrison as well.
Well, whenever I give one of my buildings CanBeOccupied=yes it's useless cause when it's constructed and placed it already has civilan clours and gets ''sold'' immedaitly
