uhm, not that I know of, ofcourse you can alwayz extract the rules.ini (rulesMD.ini for YR) from the MIX file and edit it manually.
It's quite easy.
But as we speak I'm also working on a RA2 (YR) editor, not to compete with Tibed or Koen, but to give people like you the opportunity to use a less demanding program. (wich is compatible with more machines, but less advanced.
I like Tibed, RA2, Yuri's revenge and applepie!
