not to sure with emperor but if it funtions like the rest you need to add any of these to work. the tech level to 1-9. the Prerequisite to build it. sometimes the RequiredHouses and/or Owner. im not to sure what you edited for your barracks but change it back. again I have no clue if this even works for emperor.
