I added some other seemingly obvious things to the units:

Ammo=20
Dock=GAPILE
PipScale=Ammo
ManualReload=yes
Reload=0.1
[GAPILE]
Name=Barracks
UnitReload=yes
But even still, they run out of ammo and then can't enter the barracks to reload.
