You need to add them to the File bag. Down right at the bottom on the left hand side of Tibed - the long file tree thingy. Left click on the file bag and "add file(s).
With out Tibed you should use the XCC MIX editor to creat encache files with the voxels in them. - See XCC site for how. Tibed can create these MIX files for you if you use the Export in the File menu. Export it to a new folder and you will see.
