as far as i know, you can't get a spy to get veteran or elite aicraft or navy units, it seems to be an engine limitation.
as for the elite units once their built ther is a tag for it....
EliteInfantry=
EliteVehicle= (sea units apply here as well)
EliteAirCraft=
these tags will have to put in the countries statistics, if you have multiple ones for a country use somthng like this (just an example)
EliteInfantry=GHOST,E1
