Uhm, Voxel.pas is a file coded with Borland Delphi, and you can compile it with the (free) Personal Edition from http://www.borland.com.
You'll know (a bit) how to program in order to create something. And VXLSE is open-source, so you can do anything you like with the source code. As long as you don't turn it into a destructive program
