There is a base price for units. If you start out as the Allies you will have five grizzlies and seven GI`s. But with the soviets you will have four Rhinos and 14 conscripts. The AI will divide the cost amount of all units that will appear at start up. So if you lowered the price of these units you will have alot more units at start. Another thing that could have set this is editing the start unit past ten.
