Two ways for this to work...
1. For going online in ww you and your friends must have the same rule changes. So they have to install the mod/ini changes before running the game to play. Afterwards you can remove those changes to play normal again.
2. Using a mod map with FA2 with the changes in the map. The map can transfer with the changes and then you and others can play.
