Select "Save changes to game" from TibEd, this automatically puts your changes in your RA2 folder. Before doing that, make sure you don't have any mods installed. 2nd, if you're loading a game, be sure to restart the mission, or else it won't work. 3rd, what did you change? Try to change something like the GI cost first, to see if anything at all works, as such changes are most visible. Finally, make sure you select the right game, like Jared said: C&C: RA2 for RA2, and C&C: RA2 - Yuri's Revenge for Yuri.
