It's possible to do it in the game, but after you add new units, your save games no longer work properly (in some cases). The real problem is that Emperor uses a very strange list format with multiple sections, which can't be handled by the TibEd 1.x engine. (This implies there is a 2.x engine of course... but it's nowhere that big, I only have a 2.x parser, which is months away from an editor).
